I cant really suggest anything you haven’t done. Try foundation too, or an powder/mineral eyeshadow that’s close to your skintone. You do need to watch your skin and make sure it doesn’t blister or anything (had this happen to me with nair). If your skin starts to feel irritated at all, go to a pharmacy, like CVS or Walgreens and buy some antibiotic ointment. You can also speak the pharmacist and he/she could recommend something, as I’m sure this is a common problem. This won’t do anything to get your skin looking like your natural color, but it will help it heal quicker.
The nair probably removed the top layer of skin there, so really there’s nothing you can do but wait and do your best to disguise the discoloration with makeup. Use a good heavy concealer, then apply foundation on top of that, and fill in your eyebrows with a powder 1-2 shades lighter than your hair color (I’m stressing using a powder, I personally HATE the look of pencil on eyebrows)
It’s a shame that it happened, but next time just go and get them professionally waxed – it’s usually only $5, or use a real wax yourself. I hate chemical hair removers. Sally Hansen has good home wax products (NO SUGAR WAX!!)
Or hey, just tweeze them like I do. It’s fool-proof.
